I crop a square of the picture - what I want to make an icon of from it - and as long as I keep it perfectly square, I don't worry about how big that square is.
I make a new image, set to 100 x 100. Then I resize the picture so it'll fit - not too small, of course. If it's the facial expression, I resize just enough for the head, the neck, and possibly the shoulders will fit into the square. Then I copy, paste, and move the new layer around so I get it where I want. Merge the layers and you're done.
Also? When you resize, I recommend selecting "percentage of the original" and putting in a number, like 50 on both sides for it to be half the image's regular size, etc. You put in the same number on both sides.
You might also want to read this entry on resizing.
I'd remind you that when working with a very large image, start by resizing by percentage -- and do this by 50%. Keep repeating that until you've brought the image down to a reasonable size to work with and crop.
Note: Do make sure that you resize with Resample using: Smart Size selected! Pixel Resize doesn't give you very good results. Often PSP will change this setting automatically if you're using a .gif image -- so be sure to check it!
The best resize will occur when you use a perfectly square image, of course. It doesn't matter if it's 320 x 320 or 581 x 581 -- as long as both the width and height are the same, prior to resizing down to 100 x 100.

Hi! Oh! You have no idea how much help that has been *already* I was so excited, I just had to give it a go.. and *big sigh* it totally worked. Although I clicked on the link you gave me, and I decided I'd give the crop tool a whiz, and YAY! No more squished people! That was the most annoying part! I'm a perfectionist, I would never 'complete' an icon with a squished image!
But will also work on cutting down larger images (ie screencaps) by cutting in half, then cropping. Oh! Thanks! (I'm just in this phase of wanting to create icons, its very new to me.. but I have respected others for so long, I decided I needed to be good at it too!)

And I can totally relate to what you're saying here -- both about wanting to create icons and about being a perfectionist. I'm not the perfectionist I used to be, but I once was! And it does drive a person, doesn't it? (smile)
Don't forget to give the tutorials a try, if you haven't yet. You can find them via both our MEMORIES and our TAGS. Even the things you think you'll never use can turn out helpful, as you often learn aspects of tools, etc. that stand you in good stead...
