Does anyone know how to give pictures the "A Scanner Darkly" look? There's a tutorial for Adobe Illustrator but I'm wondering if it can be done on PSP7.

Make a copy of your image.
Go to Effects > Noise > Edge Preserving Smooth. Set this to something like 10 and press OK.
Make a Copy of this. With the Copy active, go to Colors > Decrease Color Depth > 16 Colors. Use these settings:
Palette: (top choice) OMC
Reduction method: (top choice) NC
Click OK.
Copy your Copy (grin) and paste is as a New Layer on the original image.
Reduce the opacity of the top layer to around 40%.
At this point you need to ADD THE LINES. I'd suggest you do that freehand (I don't know any other way) on a New Raster Layer. Set your brush small and the color to black and draw away. You can Zoom in, if need be, to make it easy to work. (You might want to use several layers, if necessary. And the Eraser tool when you have to.) I think the lines will require both time and patience... Of course, the end of the tutorial you linked read: "I expect to spend four to five hours on an image this complex."
