I don't remember there being any debate during the three-year summer as to whether Arabella Figg and Mrs Figg were the same person: everyone just assumed they were. It was like RAB being Regulus. The twist came in the details: nobody to my knowledge expected her to be a Squib. (Harry himself didn't make the connection during GoF, but he had a lot else on his mind at the time.)

I was mainly referring to my fic universe. In spite of the fact that most rank-and-file readers got that Arabella Figg and Mrs. Figg were the same person in canon, some of my readers didn't spot the link between "Nanny Bella" and Mrs. Figg in my fic universe. But a lot did, too.

I suppose it's an extra layer of connection to make: the reader has to realise that Nanny Bella isn't an OC, and that Bella is short for Arabella as in Figg who is Mrs Figg.
