Caesar arguably aspired to become a king, not an emperor. It was fear of returning the Republic to the Monarchy that got all the conspirators' togas in a nasty snarl.

Incidentally, it would appear that whenever there's a monarchy in Rome (or the threat of one) a Brutus comes along and takes care of it. What's up with that?

I imagine that they're like a failsafe device. Whenever someone starts grabbing up too much power, a Brutus is sent back from the future to ensure that the timeline remains stable.
