When I lived in Villa Park, IL, had a similar situation happen, but fortunately I was renting, so the landlord had to address the issue, of her "flower beds" not having flowers in them. They were raised areas around bushes lined with railroad ties. She had the soil covered with wood chips. Then we got a notice that they had weeds in them, so she had the ties removed and salted the soil. Ended up killing the bushes too, she had to have those removed a couple months later, "because they were unsightly"
