I agree with your assessment, but I think both suffered from "sophomore slump." Excellent actors not given enough to do but Scowl.
Too much Plot in Dark Knight. Not enough in Quantum of Solace. Dark Knight had better Villain, but Villain took over Plot, then Plot killed Character. I don't even remember how it ended, and I really didn't much care. Because Character had died and Plot did a crazy little Joker dance on its grave.
I was OK with lack of sex in both, and I loved that a strong, scarred woman replaced Bond Girl. They shouldn't even have gone near a "love" scene in Quantum of Solace. It seemed totally out of character for the existential-angsty Bond that is Daniel Craig. He can be half-naked without the sex, that's fine with me.
And excuse me, but I am TIRED of incomprehensible fight and chase scenes. They are edited so tightly and jerkily, it is impossible to tell WTF is going on. Hmph!
I'm in agreement except in one place where I'd like the new films to be a little less Old-Bondy and another I'd like them to be a little more so
