I used Adobe Photoshop, so it may be different for you...but here's what I did. 1. Crop your icon and all that jazz 2. Make a new layer, and use the bucket tool and fill up that layer with whatever color. 3. Then click stroke. Change the 'position' to inside, and then increase the size so it fills the entire icon. Change the opacity to 50% or so. 4. For Fill Type, choose Gradient. 5. Then you can play around with the colors, and usually I change the blend mode to be pin light or multiply. For the orange effect, I just chose color instead of Gradient and multipy as the blend mode.
