Why are panties plural and bra singular? Shouldn't it be the other way around?

Well, unless the bra is 2 pieces I should assume that it should be a singular article of clothing.

But interestingly, the prank where panties are stolen is called a "panty raid". Why? Would there be any option to steal just one panty?
