Actually costumes come out of an ancient Celtic tradition. People usually would not travel on the night of Samhain out of fear that malicious spirits would hurt them. If it was absolutely necessary that someone go out then they would dress in masks and garments that were what they thought the spirits looked like, this let the person walk freely as one of the "evil spirits". Candy I believe is a purely modern thing. So it's really not fair to say that it's Samhain's (Halloween) fault. Wiccans and Neo Pagans still celebrate Samhain as a major holiday.
