Okay, so like... there are really only 5 things to do in this place, right? I mean, you can only go to Xanadu, the carnival, the beach, or whatever so many times until it gets boring.
So what if we had people sign up for an activity, but they didn't get to know what it was until they got there? Everyone totally knows now that everything you do is a blast, so they'll come just because it's Blair Waldorf and because it's something different.
I was thinking something like a City wide scavenger hunt or something with like teams. I don't know, that might be lame, but the point is they don't know what they're getting into, just that it's going to be fun.

That could be a good idea if we work on it a little; glamorize it. Get an occasion for it, dress it up a little, and have a prize at the end?
Plus I want to plan a Midsummer Night's party for June. Think these could go together?
