Made in Photoshop CS2, using fill layers.
1. Take your base and duplicate it. Put the duplicated layer to Soft light, 100%.

2. Make a new layer and fill it with #000748. Set this layer to Exclusion, 100%.

3. Duplicate the Exclusion layer and lower the opacity to 50%.

4. Duplicate your base and drag it to the top. Set this layer to Screen, 100%.

5. Make a new layer and fill it with #FDEECE. Set this layer to Multiply, 100%.

6. Duplicate the Multiply layer and lower the opacity to 50%.

7. Take your Polygonal Lasso Tool and select the area you want to colour. Fill the selection with #000000. Then go to Filter -> Blur -> Gaussian Blur and set the radius to 0,8 pixels.

8. Add some text and you're done. =) In this icon, I used a font named CAC Pinafore. I also rotated it a bit (Edit -> Free Transform).
