I think this may be a case where you could play with gauge to the extreme - find a "normal" sweater pattern that's somewhat close, then knit gauge swatches until you're blue in the face and have a number that seems like it'll give you the measurements you're looking for. Because really, to me that just looks like someone took a regular sweater and blew it up to huge proportions. Either that or you can use the gauge given and your new gauge to do the math required to up-size an existing pattern. You could probably use the sizes already provided as a guide (i.e. look at how they've modified the pattern going from the smallest size to the largest and carry that math forward.)
