K-FILE на CNN ведет подсчет конгрессменов, которые публично выступили за импичмент Трампа. Список пока небольшой (12 человек), но он растет:

В формулировке Конституции "The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors." интересны два момента:

1. Хотя решение об импичменте принадлежит Конгрессу, используется модальный глагол "shall", а не, например, "can". То есть в случае преступления (такого, как взятка) импичмент предписывается Конгрессу в виде обязанности.

2. Используется оборот "high Crimes and Misdemeanors", который открыт для интерпретации. Это означает, что в число преступлений могут входить и те, которые не предусмотрены законодательством в явном виде.
