This tutorial was made with Photoshop CS

Step One
Chose a photo. I chose this one of Koda Kumi. You might want a photo with a close up of the face

Duplicate the layer and set it to soft light

Step Two
Zoom in, about one time is o.k. or till the eye will be good for you to trace. . Select the Elliptical Marquee tool and trace around thae part of the eye you want to add the "makeup"

after doing that With the layer still active, add a mask.
Click on the Add Layer Mask icon; a new mask appears.

Step Three
With the mask selected press the \ key on your keyboard.
This will show the mask in a transparent red color. This will make it easier for us to make the necessary adjustments. You can always turn this transparent mask off by pressing the \ key again.

Go in the menu to Filter/Blur/Gaussian Blur... and slightly blur our mask. Use a radius of about 4 pixels.
Normally this should be enough, but we want to include the upper eye lid in our mask, since we don't want to change its color.
(To do that we have to select black as our foreground color and extend the mask by painting on the upper eye lid with a small soft brush . You might also consider to extend the mask around the iris. Paint with white to remove parts of the mask.)Basicaly black adds to the mask and white adds to it, I didnt change the mask because when you used the Elliptical Marquee tool you basicaly put the blueprint as to where you wanted the "makeup" to go. Tip *use the paintbrush to fill in iris of the eye, just to make sure. Because it may or may not be colored.*

Step 4
You may zoom out if you wish. Now hold down the Alt (option key on the Mac) key and click on the New Adjustment Layer icon. Don't release the Alt key yet! Select Hue/Saturation... in the little window that pops up.
The New Layer window pops up. Release the Alt key.

Select the option 'Use previous layer to create clipping mask' and click Ok. The Hue/Saturation window pops up.

Step 5

We're now going to change the hue of the red colors(if you dont know what color to use you can experiment until you find the right one :) ) Now we slide the hue slider until we have the color that you prefer.(I always slide both the hue and the saturation to get the REAL and BRIGHTEST COLOR You can change the lightness if the hue is to bright!). Dont be afraid to use the drop down menu and change around and fumble with the colors, you will be amazed at all the colors you can get.(but make sure to slide the hue and saturation each time you cahnge becuse you might not see the new color you chose)I think Ill choose purple this time XD

Flattan the image. Repeat steps 2-5 for the second eye and try to get the color as close as possible for the second eye(you may have to fool around some more with it).

You should have something like this:

If you have this Flattan the image again and duplicate it. And set it to soft light. You will get a coloring like this:

now to get her lipstick right. Create a new layer and chose the color of lipstick you want and color her lips(it doesn't have to be perfect) Ill choose red :

Make that layer set to overlay. You may adjust it till you get it just right on her lips. I set opacity to 40% :

Hit ok and you will get this:

You can add brushes and text if you wish
