Not to be chaep but two adjustable (worm gear style) hose clamps would work too. One around the cup and one around the bar. The one around the cup could thenbe used on any sized cup. It wouldn't be pretty either. Is this for your recumbant(sP?)?

I was definitely thinking of a hose clamp for the bit around the cup, although I think I would want something a little more padded around the bike to protect the paint. And since I have the old clamp from a bike light already, it seemed like a good place to start. I too am all about the cheap. :)

And yes, this is for my little semi-recumbant.

I too had thought about the paint finish but have not gotten around to edit/add to my response with: I'm sure one could find a slim piece of rubber at home or work that would not be missed that woud act as a buffer :) If a person has many tools or is handy they are most certainly aware of liquid electrical tape which can be bought at any local hardware store.
