I got off on some tangent and then noticed five minutes later I had forgotten what character's POV I was using and had been going back and forth between multiple ones so my original point was now hopelessly mangles. I enjoyed the idea of one of the slip ups though and wrote this.

It was inevitable that Setsuna would notice and one day confront her father about it. She was the only child on Pluto, small as their population and low as their birthrate had ever been.
He told her that was because she was to be the next Sailor Pluto and because of a prophecy her great-great-grandmother had brought to them no one wanted to have children, because of what was coming.
Setsuna was bright enough to know this was true but not the whole truth. When she was Sailor Pluto and had the power to observe more freely she found out the truth about Pluto’s tiny last generation. She even discovered she had a brother born a year after she had been. That told her how sure her father had been that he would be the last king of Pluto, that he didn’t even keep an heir along with his senshi-destined first born.
Their parents, hoping for a chance of their survival, were leaving them on the planet Earth as foundlings. Thou shall not interfere was her cardinal rule but Setsuna could not stop herself from spiriting away her brother, unnamed by their mother, and replacing him as a changeling with a babe who had died in the night.
He even looked Earthan, if the glossy red baby hair was anything to go by. Still playing the part of the mischievous, evil fairy she lingered in the shadows for the sleeping nurse to wake so she could hear the name of her baby brother, who would be only a year young than she was now, as much as “now” mattered to Sailor Pluto.
“Milady! Oh Milady come quick! The fairies have done changed Lord Nephrite in the night!”
A solid, salt of the Earth name, as far as she could judge such things. And he would be a lord, that was good. He was her brother and the proper heir to Pluto’s throne after all. It was the least she could do even if she couldn’t prevent the destruction of her planet that was to come.
