The difference is, it seems to me, the scientific method is doing the same action over and over again and expecting the same results. I would venture to suggest that the definition of insanity you quote was originated by someone who meant to contrast it with the scientific method. For argument's sake, I'll also suggest that what the Guardians are doing isn't expecting different results from the same action; not yet. First of all, there's been only one iteration to judge what they're doing; you can't graph a line with one datapoint. Second, they didn't do the same thing the second time: they changed their actions based on their dissatisfaction with the Manhunters, recruiting live agents instead of building AIs. If the Third Army consists of recruited live agents, then you may have a point, depending on if/how the recruitment process may change as a result of their dissatisfaction with the Corps. Until then, though, I suggest you have insufficient data to support your argument.
The question is, though, what will make up the Third Army? The Manhunters are androids. The Green Lanterns are living beings (although Stel may be stretching the definition of living). What is left? Cyborgs? They tried that with the Alpha Lanterns, and I would have to call the results less than successful.
I don't know what's left either (though you hadn't said before that they've already tried cyborgs), unless it's - as you've already implied - becoming the universe's police force themselves (which actually would be a great story). But that's why we have to wait and see what they do try.
