Hugging this character: It wouldn't be Nel if I said no. She tends to hug people, herself, so feel free.
Kissing this character: Would require a high approval rating (loldragonage) but sure! At the moment, unless you are a specific person, no. Trying will earn you a very confused look and a lot of flailing.
Flirting with this character: She'll likely just smile and be rather amused, but yes. As with kissing, unless you're a certain someone, don't expect her to flirt back.
Fighting with this character: Yes, but expect lots of :| if you do
Injuring this character (include limits and severity): Yes... to a point. Nothing that can't be (eventually) fixed - so unless the Pokemon world has magical limb-reattachment stuff, no severing of arms/legs/what have you. Head wounds or damage to the general vicinity of her cranium are OK but she will freak the fuck out.
Killing this character: NO. 'tis a pokemon game. there is no restart button ;-;
Using telepathy/mind reading abilities on this character: Since I suppose it'd be mediums/psychic 'mons who do this, sure. Her mind will be.. jumbled at best, though. Good luck with her really-long-memory ♥
Warnings: Nelliel is a sweet lady who will nannygoat you if she likes you. Her normal warning is beware of bonecrushing bear hugs. Boobs of steel, man, boobs of steel.
However! Whether it be by fourth-walling or mind-reading or simply learning about her past, she does not take kindly to people mentioning Nnorita Jiruga. While she won't fly into a rage, she will react with surprising coldness. Also no science-y the Nel-y as she will subconsciously rebel. While in-canon she doesn't know that Szayel helped her fall, part of her 'does', in a way.
