[Judging by the swinging view, the communicator has been tied to something, and has seemingly turned itself on. It twirls around on its string to briefly show an orange shirt and dark jacket -- Layton's wearing it. Currently, he seems to be going after Claire, as he's chasing after a constant jingle, and calls after her
