It really bothers me that Harry never gets promoted. Here I am watching an episode from the third season of Voyager, and Janeway puts Harry in command of the bridge, and he does an awesome job

I think everyone gets promoted when they get back to earth.
and I think part of it is available positions. I think Tom basically just gets his old job and rank that no one was doing. I don't know. I mean there isn't a lot of room to grow on a ship like voyager.
There's a very good explanation for this: Janeway is just a racist bitch and doesn't like Asians. In fact all of Starlfeet is racist. I don't recall Sulu ever getting promoted on the Enterprise. Tho granted he did after the series ended because he was the captain of the Excelsior. And Sisco it took like five seasons before they finally made his ass a Captain. So ergo, Starfleet is just racist like any other government institution. And my God that was the longest geek rant you will ever hear me say about Star Trek... fuck I'm a geek... I'm never getting a woman again...
Sulu was indeed held back because of racial tensions. There was a pretty famous statement that was made about Shatner not wanting Takei to pilot "his" ship (using a racial epitaph)for one of the movies. But he did become an Admiral over the course of time. Star Trek TNG and Voyager showed that.
He got to be a captain! Remember when they went to the future? He had his own ship? It was when Janeway and Chakotay were fugetives. Harry does get some promotions in course of time, but sadly the show was cancelled before they could do much.
You know, I blame UPN! They killed Voyager by trying to up the T&A quota with 7of9. She was a good character, but she started overshadowing the other crew and it stopped feeling like a family.
LOVE that series tho. I have the Voyager theme on my iPod. :p
