First, the pictures are directly related to what Bush and McCain were doing at the time New Orleans was in trouble. It is not a random picture. it is basically an illustration of how disconnected Bush was from what was happening on the Gulf Coast, and since McCain has since tried to say how he would have handled Katrina differently than Bush, the picture showing him celebrating his birthday with the President on the day the disaster was unfolding are not really flattering either. Essentially, once the Bush administration realized that Katrina really was a disaster, and that their lack of response to it was going to reflect poorly on them, they decided that rather than try to fix what was wrong they would instead try to pin blame on Governor Kathleen Blanco, the sole Democratic governor in the affected area. Bush heaped praise on Governor Riley here in Alabama, he heaped praise on Governor Haley Barbour in Mississippi, he even heaped praise on FEMA director Michael Brown (all Republicans) and then through back channels (basically
