Um... another framing could be "army officers fired shots into the air, sparking a riot which killed 13 following the unsatisfactory conclusion of a soccer game."
I don't see anything remotely funny about this. Accusations of witchcraft lead to very serious consequences in Congo and other African nations -- usually including death, but to the accused not bystanders. I'm not surprised that it sparked a riot, or that the rioting led to shots being fired.
