I really didn't get a clear answer on that. However, even if they don't, according to Officer Paccolli, I could not go around killing people. Shame, I know.
That's just how really big cities ARE. Chicago is the same way. You just GO when you see an opening. Enforcing jaywalking laws is for sleepy little burgs where the local newspaper's police blotter is full of things like "stray dog running loose" and "intoxicated person removed from church Bingo game." Places where actual real crime happens, well, the cops don't sweat the small stuff.
(I have a friend who used to live in NYC who has very bad eyesight and so HAD to cross only at the crosswalks when the light was right, because he has no depth perception. Hanging out with him, it seemed to take forever to get anywhere. :D)
