Dear Faculty Members,
Next Tuesday, the Knesset Education Committee will hold a preliminary discussion on two amendments to the Council for Higher Education Law. The first deals with the dismissal of academic staff for incitement or support of terrorism, which has been dubbed the “Silencing Law.” The second concerns the expulsion of students who support terrorism from educational institutions and the dismantling of terrorist-supporting cells.
The first bill requires university administrations to monitor the statements of academic staff and dismiss them if they express support for terrorism. The budget of a university that does not comply with the law will be reduced. The second bill specifically targets one student sector only and essentially opens the door to a “witch hunt” on campuses.
Since the prohibition on incitement to violence and terrorism already exists in Israeli criminal law, it is clear that these are two draconian bills that are part of an incitement campaign against academic staff and a section of the student public in particular, and academia in general. These bills undermine the fundamental principles on which the academic system is based, including freedom of thought and freedom of expression, and will further harm the status of the Israeli academy in the world.
It is also clear that this is selective harassment of academia, as other bodies and organizations in the economy are not required to take such actions against their employees who express themselves contrary to the law. The implication of the suggested laws is to turn university administrations into police and judges instead of the law enforcement systems responsible for handling this matter.
The management of Ben-Gurion University of the Negev and the senior academic staff organization at the university are united in categorical opposition to this amendment to the laws.
The staff organization and the university administration will hold an informational meeting on Tuesday, 10.12.24, from 13:30-14:00 in the area near the entrance to the Student House.
Sincerely,
Daniel Chamovitz - President
Chaim Hames - Rector
Tal Ben-Chaim - CEO
Rami Yossef - Head of the University Lecturer's Union
упд:
