I think it does as well, and I think that's part of what we see from Shirley's POV in our story anyway...she does follow Mustang's team from Eastern to Central (presumably), and remains their primary nurse. Everyone seems to know her from the group. It even explains why she's so protective of Riza in These Bones, because being the support and the comfort for a patient is what drove her to be a nurse anyway.
Though technically we have to justify NOTHING about Shirley since she's OUR CHARACTER
