All data provided up to this point leads to this conclusion. They exist to take on all challengers and forfeit badges upon their loss. These badges are a vital part of proceeding with the established mission parameters. Therefore their primary function is to lose to those who challenge them.

It is my understanding they put up resistance precisely because it is their purpose to lose. As I relayed to Falkner, his effort was admirable, but he is no doubt accustomed to constant losses.
