Actually, the entire album, "The Soft Bulletin" by the Flaming Lips.

"Least Complicated" by the Indigo Girls- not sure exactly when, but sometime around then!

Here's a partial list off the top of my head:

"Kiss from a Rose" (Seal)
"Waterfalls" (TLC)
"I Love You Always Forever" (Donna Lewis)
"Barely Breathing" (Duncan Sheik)
"She Runs Away" (Duncan Sheik)
"Where Have All the Cowboys Gone?" (Paula Cole)
"I Don't Want to Wait" (Paula Cole)
"Sunny Came Home" (Shawn Colvin)
"The Mummers' Dance" (Loreena McKennitt)
"Smooth" (Santana and Rob Thomas)

Most of the stuff I listen to was written between 1962 and 1978 (prog rock and classic rock) so none of that is going to fit in here! But the above list is a few gems that, in my opinion, stood out in a time of crappy music. Hope they give you some ideas.

A lot of crap pop came out during this time period, but here are some songs I enjoyed:
