yeah, i would describe that WP article as very accurate.
when i went to china a few years ago and talked with my parents' old co-workers, they were shocked when i told them that i had experienced prejudice from both black and white people. they said, "black people??? but what right do they have to be prejudiced against you? they have no societal standing in america!" their general view is that blacks in america still occupy a very oppressed role in which they have little to no access to social mobility, not too different from slavery or second-class citizens at best.
