Yes it's cruel to keep a bird in a cage without others of it's kind.  It's like keeping a rabbit alone in a hutch, or a goldfish in a little bowl.
If a bird has somewhere to exercise reguarly or a proper aviary, and if they have company of their own species, then I don't think it's cruel.

Heh it's that icon again.

I had a thought on it actually - if it's a species that is nearly extinct keeping it in an enclosure might be the only way for it to recover.

Yeah that kind of goes with what I said. If it has proper living conditions and company then it'll probably be able to live a decent life.
