I talked to a guy who did low budget little stop motion animations and it seemed really ridiculously easy. He would just have a a digital camera running taking video and he would move the action figures or whatever then back his hands out of the frame and then move them again. Then he'd upload it to his computer, load it in a program that breaks a movie into frames, and just delete the frames in which his hands were in it. None of that move, take a picture, move, take a picture, ad infinitum stuff you would expect.
As for actual cartoons, I'd recommend looking into flash animation. I've never tried it, but judging by the incredible amount of crappy MS Paint-lookin' animations of people saying "poop" that inundate newgrounds and similar animation sites, I'm pretty sure it's not rocket surgery.
