The answer is, you would go to neither of them. You have to be diagnosed with it first, and for that you need to go to either a psychologist or a psychiatrist (the deference being the former is concerning the therapy, and the latter concerning medication, as in licensed to prescribe) Either one of them can give you a standardized test (I forget the name of it) that measures general attentivness and rudimentary IQ, along with that is other IQ related questions.
But once you've been diagnosed, then either the psychiatrist, or a neurologist can help you with it... providing you either have adequate insurance, or your parents can foot the hefty bill. Pediatricians would have to be part of the neurological studies to even be of help concerning anything about AD(H)D.
