i believe that eisenhower made this quote since he's a republican and for small government.

that man was an ass, threatening to use nuclear weapons and such.

I guess from that standpoint it definitely looks like government is lifting the onus of peace off of it's own shoulders and heaving it onto the people.
But I take it to mean that if your government won't provide peace, it's up to the people to do something about it.
More of a call to action than a diffusion of responsibility.

...but most of the people don't want peace. most are perfectly content with violence. the problem is not with the government, but is a grassroots issue coming from the people themselves.
