And I keep picturing the Doctor traveling with Brother Cavil or Leoben....

Leoben would totally look into the Time Vortex.

The Doctor should travel with Dr Doom. Doom tries to pilot the Tardis to his college days so he can stop Reed from "messing" with Doom's figures, only to break the Tardis controls and leave them unable to control where they go. (Doom blames the Doctor for this, of course. Also Reed.)
