STEP ONE; Make a 100 x 100 base for me. A base being just the black and white manga page trimmed to the crop that you like. See below! Even if the scan is still... paper-texture, or dirty, of funky shaded, I can try and work with it anyway~
STEP TWO; Provide me with a color reference! If you look above, you can click on the icon and see! Just link me to a color picture of the character. If they have no color references like that, just describe it to me as best you can.
STEP THREE; Pick a scheme. The ones below are samples of BASIC, LIGHT FILTER, HEAVY FILTER, FUNKY TEXTURE and TEXT. In that order. You can pick any of those in combination with text, though, I will give you both a textless and text'd version, since I am not as good with text as some. As evidenced, BASIC is just multiply or linear burn coloring, no special effects. LIGHT is a very... uh, light texture, just a touch. HEAVY has the solid background thing going on, not just one base color. FUNKY is... bright. Funky. TEXT... duh.
STEP FOUR; Border, or no border? 1x pixel... self explanatory!
