Don't try dry milk for anything other than cooking, it's horrible to drink. I've done it a few times in my life and hope I never have to repeat those experiences( a majority were in the navy).

I think it's fine if you're using it to make your own hot chocolate mix.

Maybe so, but only because you're mixing it with something else. Drinking it on it's own is horrible.
