Anyone who lives in Port Royal and doesn't qualify as a "Navyman" is "townspeople", including Mr Brown, the Harbormaster, and a certain very short OMC who likes outrageous hats. :)

Oh Governor Swann gets his own week, just like Elizabeth. But that doesn't mean he can't play a part in someone else's story. :)
