Ok, crop your base, or get one already cropped. My base is a ferris wheel (gah, I love those things):
Depending on your base, you may need to fix it up and all that good stuff. First, grab this starry texture by soulspring (?) and set it to overlay.
Next, get a fill layer and fill it with #77e0ff and set it to color burn (or burn for PSP users):
Looks pretty, doesn't it? You could stop there, but I think it needs a bit more color...red to be exact.
Add this texture made by (omg...I don't know again...and I use this texture all the time! D:) ?? and set it to screen at 92%.

Add some text or whatever, and you're done! VIOLA!
