It might've happened around the time they added the function of tracking particular posts? I don't track people, but I find the track function on posts at exchange communities very handy.
I found out about the post tracker about a month ago, but didn't know it applied to people as well. LJ just gets more and more awesome. ((sigh)) Now I have to go do some organizing. Grr.
