Judging from the fatcat standing on the pier (and his speech balloon), and what I know of Watterson's aesthetics, I guess it's about a "protest" from syndicated cartoonists to request more paper-space for their work (or maybe just a more traditional labor dispute); specifically, questioning Berke's commitment.
AH! I think this is because Berke took that "break" where he was supposed to be quitting cartooning. (Maybe because fo his "vision" for his work?) And, of course, in a few years Bloom County came back as.. something. I remember it was Bloom County, and then would sometimes alternate where it was "Outland". Hmm. I didn't follow it that well.
