I, on my limited personal budget, have the $39.99/mo plan but my actual cellphone bill comes around to about $62 and change a month. If I were you, I'd leave Cingular/AT&T Wireless, I heard that they both are awful when it comes to customer service. Switch to T-Mobile, it's a better cell phone company. ;)

Second of all, in order for a dropped call credit to process, you have to redial the number within a few minutes of the first call being disconnected for it to automatically credit.
Third, they're probably not billing you twice, if you look carefully at the statements you'll most likely find that one is for a billing cycle that ended previously and the other is for a different one.
Did you migrate from an AT&T plan to a new Cingular plan (do you now have rollover)?

If you look at my bill, items 40-50 are all calls to the same number, each either one or two minutes in length, but the calls are made minute to minute. The example below illustrates:
Yes they are billing me twice. For the cycle of January 11-February 11, I automatically paid $60 to AT&T (I have the $39.99 plan, no extra frills). I migrated from AT&T to Cingular on January 3. Now, a few days later I got a bill from Cingular billing me for $174, with the cycle ending February 11. The thing is, when I switched to Cingular, I signed up for the $69.99 plan (2 lines @ $9.99, $10 in service fees, and $10 in taxes), so it should only ( ... )

If I were you I'd look at T-Mobile. Go read my comment to macmanchad (link) if you want the whole story: basically they sheisted us and double billed us a lot.
