Anyway, been meaning to ask this for ages... erm.. what do you mean when you say, "textless icons are not bases"?

it means "if it doesn't have any text on it, don't put any on it!"

some folks make "bases" or "blanks" which other folks can play with to make icons from. i don't make bases.
