Can anyone explain this? I do not rule out foul play, but I have no idea even where to start looking for what is causing this ( Read more... )

Try a traceroute (tracert on windows). You'll be able to find where the fault lies. I think the "!<10>" indicates an error on their end ( ... )

Possibly comcast?

3 unreachable 10 host-admin RFC 792 - Communication with Destination Host is Administratively Prohibited

Ah, of course.

So when I do the tracert, it times out between hop 11 and hop 12 - all connections after 11 pri.hex-the.as29550.net (92.48.95.9) are Request Timed out.

Why would I fail to make the last hop but you can?

Is there a chance someone is playing a practical joke on you and null routed the ip on your machine or the house router? Alternatively did you recently install firewall software or filtering software?
