After reading this: felt disturbed.

A very haunting tone to all of it.

Now, my guesses as to who the character is:

1) Azula

2) Mai, AU to TBR, where she's kept trapped and probably aware that Zuko's dead

3) Ursa, locked up somewhere

Or maybe someone else entirely.
