I used PSP7 but it's translatable for other programs.
01 Duplicate base twice. First one to SCREEN 100% and second to SOFT LIGHT 100%. Merge and Sharpen once.
02 Add Layer and fill with #BBFEFF and set to BURN 100%
03 Add Layer and fill with #482A0A and set to SOFT LIGHT 100%
04 Add Layer and fill with this gradient and set to HARD LIGHT 55%
05 Copy base and bring to the top. Set to SCREEN 65%
06 Copy base and desaturate it. Bring it to the top and set to MULTIPLY 40%
07 Add this texture by paperdreams and set it to SCREEN 100%
08 Add new layer and a text brush in white. I used this one by gender
09 Merge layers and admire work!
