I don't think the problem will be technical - more one of getting the information you need from the population. there is a product called survey monkey that might suit but I haven't looked at it for a couple of years so it might be out of date.

You're on the right track. I think a full website and hosting solution is overkill for my problem / budget.

I had a quick look at survey monkey. They have things that are useful, but not an exact match for the problem as I described it in my post.

How many people do you plan to survey? What's the budget? There are some hosted solutions, some reasonably easy hack-ups and it wouldn't be too expensive to get a bespoke solution rolled, either.

If you can settle for similar to what you want, you can probably use something like surveymonkey or the google docs spreadsheet form feature (which I have found to be quite awesome for quick informal surveys), and it won't cost much at all.

If you want exactly what you are describing, with the budget points idea somehow sort of enforced, it probably requires actually coding, albeit a fairly simple amount, which means it requires at least a few hours of a skilled persons time.
