UW Madison has a Safe Walk/Safe Ride program, but it seems a little more sane than the St. Louis one. I don't know if they're still taking suggestions, but you could point this

Safe Walk dispatches pairs of student employees, or security guards, to walk home with you so you don't have to walk alone after dark if you live within about 1/2 to 1 mile of campus. That starts at 7PM like the shuttle service at St. Louis.

Safe Ride gives you 6 free taxi cab rides each semester if you live outside the walking zone, but within about 3 miles of campus. Instead of the school buying 10 person vans, they worked out a deal with local cab companies. Also, the ride service doesn't start until 10:30 at night. I've used it twice in two years, when I got stuck in the lab late, and yes, it's nice not having to walk home at midnight when it's 5 degrees outside. I'd take the bus, but I have to walk as far to the bus stop as I do to get home.
