I did my taxes last week only to find out that the IRS wasn't accepting any returns that had itemized deductions in them yet. It seems that they 'haven't had time to reprogram their computers' because of how late Congress waited to act on bills that affect the taxes.

Really, that makes no sense to me, since the taxes were paid under 2010's tax laws. I would think that the refunds should follow those laws also.

Deductions and credits are added and subtracted from the tax laws throughout the year. As a result, they have to figure out the net effect (and effective dates) of all of the regulatory and statutory changes, codify them, and get them programmed into the systems before they can process the returns.

For example, this is why those who took in families displaced by Katrina were able to take a tax deduction on their 2005 tax returns, even though the storm was that year.

Taking about two months to get the last package of changes programmed in sounds about right, since the print version of the CFR usually takes a bit longer than that to be updated.
