I've had some experience with blood splatters in my own world. I don't think the victim could have survived. There is no body but the amount of blood tells me that unless the victim had supernatural abilities he or she didn't survive. Looking nearby showed no signs of a body though so it was possibly moved.

I'll inform my superior and have a forensics team sent to investigate the scene as soon as possible. If you're still in the vicinity, you may want to move out of the way to prevent being mistaken for being involved.
