My disaster-obsessed mother told me of this some time ago, but I have a technical glich with this on my cell phone. If I already have the number stored in my address book, I can't re-add it as an ICE entry. I have to remove it from its original entry and re-add it under ICE. I hate it when technology tries to be too smart.

Can you fool it by using a 1 in front of one and not the other? Or if it's a local number leaving the area code off in one and using it in the other?

It is unhappy with anything less than a 10 digit number, unfortunately. The leading 1 thing may work; haven't tried that. What I did was just put the emergency number under the ICE entry and leaving the other numbers under their original entry.

I saw this idea go around in emails for a while, but dismissed it as another one of those anonymous email advice thingies that are usually bullshit. But I saw it on an Illinois Department of Transportation sign a few months ago. It looks like, in Illinois at least, first responders are going to be trained to look for it.
