I think so? I'm not sure, it looks like it's moving in that direction, but it's not clear yet.

Basically, it starts with Romana as president of Gallifrey, trying to help Gallifrey modernize/become more liberal by letting students from other worlds study at the Academy, and all the political intrigues of Gallifrey and her dealing with opposition and backlash. It's super interesting. Leela is her bodyguard. The first season was okay, but the second season is AMAZING. I'm just about to start the 3rd season, and I think they just released season 6. If it sounds like your cup of tea, I could probably lend you my CDs.
